The Sovereignty is a large place. It casts large shadows. And in these shadows lurk things - beasts and people, shady deals and hidden maneuvers, intrigue and betrayal. Rogues, thieves, assassins - all can be found on the darkened streets.

The Phantoms are no exception.

They come from varied backgrounds and act in just as varied ways - many are dropout Arcanists or Towerguards, but several of the more recent Phantoms have been specifically trained as such. A significant number of them can be found in the higher ranks of the Iron Hand and in the employ of their spymasters, but just as many are 'rogue elements' working for individual interests, both their own and those of the Sovereignty as a whole.

The two common features among all Phantoms is their heavy use of twinned light weapons - daggers are a perennial favorite, though katars and other varied types of knives have enjoyed their own popularity - and their training in the ability to maintain exceptional stealth.

Each Phantom has various specialties - several have taken to the use of toxins, others utilize magical training in concert with their fighting styles, and still more rely simply upon sheer strength and dexterity - resulting in a very unpredictable and often woeful encounter for those unlucky enough to find themselves beset by one in a dark alleyway or silent village.
